Joseph Rusling Meeker was born in New Jersey in 1827. He studied with Asher Durand, a Hudson River School painter, and a portraitist Charles Loring Elliot. He fulfilled his military service during the Civil War. He was a Union Paymaster traveling on a gunboat Mississippi River.
Meeker also sketched the bayous and swamps of Louisiana, while serving his country. Meeker moved to St Louis, Missouri, and became a successful artist. He also painted in New England, New Hampshire, Wyoming, and Minnesota.
